President's rule (Article 356 of the Constitution) has been imposed in Punjab a total of 8 times so far. Punjab was the first state in the history of India where President's rule was imposed for the first time (in 1951). In terms of days, Punjab has been under President's rule for the longest period (a total of 3,510 days, i.e. about 10 years).
The governments of different parties sitting at the center have taken this step in Punjab from time to time. The details of this are as follows:
1. Congress Party imposed 5 times:
The Congress government at the center imposed President's rule in Punjab the most times:
* 1951-1952 (302 days): For the first time in the country, President's rule was imposed in Punjab. Chief Minister Gopi Chand Bhargava resigned due to internal divisions in the Congress.
* 1966 (119 days): To handle the situation during the formation of Punjabi Suba and the division of Punjab-Haryana.
* 1971-1972 (277 days): After the collapse of the Akali Dal coalition government.
* 1980 (110 days): After Indira Gandhi returned to the center, she dissolved many non-Congress state governments in the country, including the Parkash Singh Badal government in Punjab.
* 1983-1985 (1 year 354 days): After the Dharam Yudh Morcha and the turbulent atmosphere (militancy) in Punjab, she removed the Congress government of Darbara Singh.
2. Janata Party formed 1 time:
* 1977 (51 days): After the Emergency, when the Janata Party government led by Morarji Desai was formed at the center, they dismissed the governments of many states, including the Congress government of Punjab (Chief Minister Giani Zail Singh).
3. Congress-backed Chandra Shekhar government/Janata Dal imposed (or extended) 2 times:
* 1987-1992 (4 years 259 days): This was the longest and most painful period in the history of Punjab. The government of Surjit Singh Barnala (Akali Dal) was dismissed and President's rule was imposed on 11 May 1987.
* Due to the deteriorating conditions in Punjab, the central government had to make several amendments to the constitution (such as the 59th, 64th, 67th, and 68th amendments) to extend this period to 5 years. During this period, the governments of Congress, Janata Dal (V. P. Singh) and Samajwadi Janata Party (Chandra Shekhar) kept changing at the center, but military and governor's rule continued in Punjab, which finally ended after the 1992 elections.
In short, political tensions, internal divisions between parties, and the deteriorating law and order situation during the dark period of the 1980s were the main reasons for the imposition of President's Rule in Punjab.
ਪੰਜਾਬ ਵਿੱਚ ਹੁਣ ਤੱਕ ਕੁੱਲ 8 ਵਾਰ ਰਾਸ਼ਟਰਪਤੀ ਰਾਜ (ਸੰਵਿਧਾਨ ਦੀ ਧਾਰਾ 356) ਲੱਗ ਚੁੱਕਾ ਹੈ। ਭਾਰਤ ਦੇ ਇਤਿਹਾਸ ਵਿੱਚ ਪੰਜਾਬ ਪਹਿਲਾ ਅਜਿਹਾ ਸੂਬਾ ਸੀ ਜਿੱਥੇ ਸਭ ਤੋਂ ਪਹਿਲਾਂ (1951 ਵਿੱਚ) ਰਾਸ਼ਟਰਪਤੀ ਰਾਜ ਲਗਾਇਆ ਗਿਆ ਸੀ। ਦਿਨਾਂ ਦੇ ਹਿਸਾਬ ਨਾਲ ਪੰਜਾਬ ਸਭ ਤੋਂ ਲੰਮੇ ਸਮੇਂ (ਕੁੱਲ 3,510 ਦਿਨ ਯਾਨੀ ਲਗਭਗ 10 ਸਾਲ) ਤੱਕ ਰਾਸ਼ਟਰਪਤੀ ਰਾਜ ਅਧੀਨ ਰਿਹਾ ਹੈ।
ਕੇਂਦਰ ਵਿੱਚ ਬੈਠੀਆਂ ਵੱਖ-ਵੱਖ ਪਾਰਟੀਆਂ ਦੀਆਂ ਸਰਕਾਰਾਂ ਨੇ ਸਮੇਂ-ਸਮੇਂ 'ਤੇ ਪੰਜਾਬ ਵਿੱਚ ਇਹ ਕਦਮ ਚੁੱਕਿਆ। ਇਸ ਦਾ ਵੇਰਵਾ ਹੇਠਾਂ ਦਿੱਤੇ ਅਨੁਸਾਰ ਹੈ:
1. ਕਾਂਗਰਸ ਪਾਰਟੀ (Congress) ਨੇ 5 ਵਾਰ ਲਗਾਇਆ:
ਸਭ ਤੋਂ ਵੱਧ ਵਾਰ ਕੇਂਦਰ ਦੀ ਕਾਂਗਰਸ ਸਰਕਾਰ ਵੱਲੋਂ ਪੰਜਾਬ ਵਿੱਚ ਰਾਸ਼ਟਰਪਤੀ ਰਾਜ ਲਗਾਇਆ ਗਿਆ:
- 1951-1952 (302 ਦਿਨ): ਦੇਸ਼ ਵਿੱਚ ਸਭ ਤੋਂ ਪਹਿਲੀ ਵਾਰ ਰਾਸ਼ਟਰਪਤੀ ਰਾਜ ਪੰਜਾਬ ਵਿੱਚ ਹੀ ਲੱਗਿਆ। ਕਾਂਗਰਸ ਦੀ ਆਪਸੀ ਫੁੱਟ ਕਰਕੇ ਮੁੱਖ ਮੰਤਰੀ ਗੋਪੀ ਚੰਦ ਭਾਰਗਵ ਨੇ ਅਸਤੀਫ਼ਾ ਦੇ ਦਿੱਤਾ ਸੀ।
- 1966 (119 ਦਿਨ): ਪੰਜਾਬੀ ਸੂਬੇ ਦੇ ਗਠਨ ਅਤੇ ਪੰਜਾਬ-ਹਰਿਆਣਾ ਦੀ ਵੰਡ ਵੇਲੇ ਸਥਿਤੀ ਨੂੰ ਸੰਭਾਲਣ ਲਈ।
- 1971-1972 (277 ਦਿਨ): ਅਕਾਲੀ ਦਲ ਦੀ ਗੱਠਜੋੜ ਸਰਕਾਰ ਡਿੱਗਣ ਤੋਂ ਬਾਅਦ।
- 1980 (110 ਦਿਨ): ਇੰਦਰਾ ਗਾਂਧੀ ਨੇ ਕੇਂਦਰ ਵਿੱਚ ਵਾਪਸੀ ਕਰਦਿਆਂ ਹੀ ਪੰਜਾਬ ਦੀ ਪ੍ਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ ਸਰਕਾਰ ਸਮੇਤ ਦੇਸ਼ ਦੀਆਂ ਕਈ ਗੈਰ-ਕਾਂਗਰਸੀ ਰਾਜ ਸਰਕਾਰਾਂ ਨੂੰ ਭੰਗ ਕਰ ਦਿੱਤਾ ਸੀ।
- 1983-1985 (1 ਸਾਲ 354 ਦਿਨ): ਪੰਜਾਬ ਵਿੱਚ ਧਰਮ ਯੁੱਧ ਮੋਰਚੇ ਅਤੇ ਅਸ਼ਾਂਤ ਮਾਹੌਲ (ਮਿਲਟੈਂਸੀ) ਦੌਰਾਨ ਦਰਬਾਰਾ ਸਿੰਘ ਦੀ ਕਾਂਗਰਸ ਸਰਕਾਰ ਨੂੰ ਹਟਾ ਕੇ।
2. ਜਨਤਾ ਪਾਰਟੀ (Janata Party) ਨੇ 1 ਵਾਰ ਲਗਾਇਆ:
- 1977 (51 ਦਿਨ): ਐਮਰਜੈਂਸੀ ਤੋਂ ਬਾਅਦ ਜਦੋਂ ਕੇਂਦਰ ਵਿੱਚ ਮੋਰਾਰਜੀ ਦੇਸਾਈ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਜਨਤਾ ਪਾਰਟੀ ਦੀ ਸਰਕਾਰ ਬਣੀ, ਤਾਂ ਉਨ੍ਹਾਂ ਨੇ ਪੰਜਾਬ ਦੀ ਕਾਂਗਰਸ ਸਰਕਾਰ (ਮੁੱਖ ਮੰਤਰੀ ਗਿਆਨੀ ਜ਼ੈਲ ਸਿੰਘ) ਸਮੇਤ ਕਈ ਰਾਜਾਂ ਦੀਆਂ ਸਰਕਾਰਾਂ ਨੂੰ ਬਰਖ਼ਾਸਤ ਕਰ ਦਿੱਤਾ ਸੀ।
3. ਕਾਂਗਰਸ ਦੇ ਸਮਰਥਨ ਵਾਲੀ ਚੰਦਰ ਸ਼ੇਖਰ ਸਰਕਾਰ / ਜਨਤਾ ਦਲ ਨੇ 2 ਵਾਰ ਲਗਾਇਆ (ਜਾਂ ਵਧਾਇਆ):
- 1987-1992 (4 ਸਾਲ 259 ਦਿਨ): ਇਹ ਪੰਜਾਬ ਦੇ ਇਤਿਹਾਸ ਦਾ ਸਭ ਤੋਂ ਲੰਮਾ ਅਤੇ ਦਰਦਨਾਕ ਦੌਰ ਸੀ। ਸੁਰਜੀਤ ਸਿੰਘ ਬਰਨਾਲਾ (ਅਕਾਲੀ ਦਲ) ਦੀ ਸਰਕਾਰ ਨੂੰ ਬਰਖ਼ਾਸਤ ਕਰਕੇ 11 ਮਈ 1987 ਨੂੰ ਰਾਸ਼ਟਰਪਤੀ ਰਾਜ ਲਗਾਇਆ ਗਿਆ ਸੀ।
- ਪੰਜਾਬ ਦੇ ਖ਼ਰਾਬ ਹਾਲਾਤਾਂ ਕਰਕੇ ਇਸ ਮਿਆਦ ਨੂੰ ਵਧਾਉਣ ਲਈ ਕੇਂਦਰ ਸਰਕਾਰ ਨੂੰ ਸੰਵਿਧਾਨ ਵਿੱਚ ਕਈ ਸੋਧਾਂ (ਜਿਵੇਂ 59ਵੀਂ, 64ਵੀਂ, 67ਵੀਂ, ਅਤੇ 68ਵੀਂ ਸੋਧ) ਕਰਨੀਆਂ ਪਈਆਂ ਤਾਂ ਜੋ ਇਸ ਨੂੰ 5 ਸਾਲ ਤੱਕ ਖਿੱਚਿਆ ਜਾ ਸਕੇ। ਇਸ ਦੌਰਾਨ ਕੇਂਦਰ ਵਿੱਚ ਕਾਂਗਰਸ, ਜਨਤਾ ਦਲ (ਵੀ. ਪੀ. ਸਿੰਘ) ਅਤੇ ਸਮਾਜਵਾਦੀ ਜਨਤਾ ਪਾਰਟੀ (ਚੰਦਰ ਸ਼ੇਖਰ)ਦੀਆਂ ਸਰਕਾਰਾਂ ਬਦਲਦੀਆਂ ਰਹੀਆਂ, ਪਰ ਪੰਜਾਬ ਵਿੱਚ ਫ਼ੌਜੀ ਤੇ ਗਵਰਨਰੀ ਰਾਜ ਜਾਰੀ ਰਿਹਾ, ਜੋ ਆਖ਼ਰਕਾਰ 1992 ਦੀਆਂ ਚੋਣਾਂ ਤੋਂ ਬਾਅਦ ਖ਼ਤਮ ਹੋਇਆ।
ਸੰਖੇਪ ਵਿੱਚ ਕਹੀਏ ਤਾਂ ਸਿਆਸੀ ਖਿੱਚੋਤਾਣ, ਪਾਰਟੀਆਂ ਦੀ ਆਪਸੀ ਟੁੱਟ-ਭੱਜ ਅਤੇ 80ਵਿਆਂ ਦੇ ਕਾਲੇ ਦੌਰ ਦੌਰਾਨ ਅਮਨ-ਕਾਨੂੰਨ ਦੀ ਸਥਿਤੀ ਵਿਗੜਨਾ ਪੰਜਾਬ ਵਿੱਚ ਰਾਸ਼ਟਰਪਤੀ ਰਾਜ ਲੱਗਣ ਦੇ ਮੁੱਖ ਕਾਰਨ ਸਨ।
